Depending on your tree, it can start anew from the stump. If it has needles (conifer) it doesn't come back but if it has leaves (deciduous), it can. 

Stump Grinding is good if you want to eventually plant something else there. Generally you don't want to plant another tree right where the stump was but grass, flowers are good alternatives.
